New regulations for logistics centers

Logistics centers, which are of great importance in export and import, will have infrastructure facilities such as being able to generate their own electricity, connect to railways, and have access to electricity, water, sewage, natural gas, fuel, wastewater treatment, and sports facilities.

There will be a series of changes in the selection, design, construction, authorization, and operation of logistics centers. According to the draft prepared jointly by the Ministry of Transport and the Ministry of Trade, the selection of logistics centers will require compliance with transportation and logistics master plans, serving Turkey’s domestic and foreign trade strategies and policies, having a connection to at least one transportation mode other than highways within 30 km, and being established on a minimum of 500,000 m2 area. Operators of logistics centers will be able to generate electricity to meet their own needs without the requirement of establishing a separate company.

The center can be connected to the railway network, and in this case, the expropriation and construction costs will be charged to the operator. Infrastructure facilities such as electricity, water, sewage, natural gas, fuel, wastewater treatment, road, communication, and sports facilities will be established by the operator for logistics centers. Import and export companies will meet their infrastructure needs from logistics center facilities. Common needs such as administrative buildings, entry-exit gates, warehouses, and depots will also be met by the operator. Logistics centers completed under the investment program, whose construction is carried out by the Ministry of Transport and financed from the budget, can be transferred to joint ventures established with private companies. Logistics centers can also be built and operated by TCDD and leased out.
